Located on Sandy Lane, this great development opportunity is in a sought-after rural location in Gatcombe. The site is adjacent to the former Whitecroft Hospital and sits just outside the Whitecroft Conservation Area.

The site is just 2.7 miles from Newport, and less than a mile from the Newport to Sandown Road. It is perfectly positioned in the heart of the island, providing easy access to all the island has to offer.

Newport is the County Town of the Isle of Wight and offers a variety of shopping amenities, churches, doctors, hospitals and transport links. The town is within approximately a 15-minute drive of the Red Funnel ferry service in East Cowes and approximately 20 minutes of the Wightlink ferry service in Fishbourne.


Offered for sale is this ‘brownfield’ site, comprising of a low rise 1960’s building. The IWC intends to demolish and clear the site prior to transfer.
The site, consisting of approximately 2.4 acres, is accessed via an existing highway access from Sandy Lane. The site is covered by a mixture of rough grass and areas of hardstanding car parking. The car parking being approximately 2,875 square metres overall. There are also several significant trees across the site.

It is understood that the site has a low flood risk as it is in Zone 1 on the Flood Risk Map for Planning. Interested parties will need to undertake their own due diligence.


The site does not have planning permission for alternative use.There is no specific allocation in the Draft IPS under Policy H2 for this site to be residential. However, the draft Island Planning Strategy supports the principle of affordable housing to meet local need on rural exception sites

The IWC do not have a tree survey of the site, but it should be noted that the trees on the site are subject to a group TPO ref TPO/1990/25. A full arboriculture assessment will be required for planning submission.


The site is previously developed ‘brownfield’ land. The land to the north of Sandy Lane is classified as AONB but Thompson House sits just outside the designation and is also outside the Whitecroft Conservation Area designation.


It is understood that mains water and electricity are available to the site. Southern Water have confirmed to the IWC that there are no public sewers nearby.

All interested parties are recommended to satisfy themselves with regards to the services available to the site.

BLRF & SCB Funding

Brownfield Land Release Fund grant is available for this site, to cover demolition of the building. IWC is currently minded to demolish the building with this grant prior to disposal, but if for any reason this does not take place, the vendor can offer the grant to the successful purchaser for the purposes of demolition only, subject to conditions being met.

If the site is not used for residential use, the purchaser will not have access to the grant. The BLRF grant is only for bringing housing forward. Grant terms and conditions apply. Further information can be provided on request.


The site is for available freehold or leasehold. Residential development providing affordable housing for local need will be considered to add value to your offer, but all offers for any use are encouraged.

Given the council’s identified priority of climate change, bidders should also demonstrate how their bids will help meet the net zero ambitions both through demolition, construction and whole life future use.

For bidders intending to redevelop this site for housing, deliverability of housing as soon as possible is key to the IWC aspirations. Therefore, bidders are requested to submit details with their proposals as to how the council can be satisfied that purchasers will build out their proposals in a timely fashion.

If proposals received are not considered sufficiently robust the IWC may offer the freehold disposal via an initial building lease with the freehold interest to transfer to the purchaser for £1 on completion of the agreed development. Terms to be negotiated.

IWC is not required to accept any of the offers made for the site.
